Major Emergency Management - Initial Response (MEMIR)

Objective

The training programme provides personnel with formal training in command, control, communications and stress-related factors in the management of major emergencies. This programme also provides initial emergency management training for personnel who are undertaking a training and competence programme to progress to the role of an emergency response manager
The opportunity to role-play as the emergency manager in a number of specific types of emergency scenarios is a key element of the training programme and is backed up by constructive feedback from the course instructional team.

Target Group

The Major Emergency Management Initial Response (MEMIR) training is directed towards individuals who are either designated (or working towards) to be in charge of, are members of, or provide support to an emergency management team in an emergency.

Prerequisites

There are no specific prerequisites for the MEMIR training programme; however, delegates should be aware of the typical target group for this type of training which is specified above.

NOTE: For sessions that require customisation of scenarios, clients are required to submit completed RON Designing Scenarios form two (2) weeks prior to training commencement.

Course Contents

Appraisals are carried out against the OPITO Standard Major Emergency Management Initial Response Training; OPITO Standard Code 7228

During these appraisals candidates must demonstrate competence across the following areas:
• Review, manage and assess the information available in an emergency situation in a
timely manner.
• Establish priorities and take effective action.
• Implement predetermined emergency plans and procedures in the context of the
current emergency.
• Efficiently communicate information and instructions.
• Communicate effectively with all appropriate external agencies in accordance with local
arrangements, guidance documents and legislation.
• Monitor and control resources.
• Evaluate progress and communicate changes in plans and priorities.
• Effectively delegate authority and manage individuals and teams.
• Recognise and deal with stress in themselves and others.

The above training is a mix of classroom theory sessions and practical exercises held within a mockup of an installations control room during which time delegates shall have to manage an emergency to a conclusion. The mock up installation will be a Jack up, Semi- Submersible or one that is customised to the client’s requirements.
