Dispensation arrangements

During the corona crisis, various dispensation arrangements were initiated by the certification bodies. Due to travel restrictions it was not always possible to travel to a training centre and with these arrangements the certificates kept their validity. Various dispensation arrangements have been adjusted and we would like to inform you about the current situation.

NOGEPA

The NOGEPA dispensation scheme that came into effect on 28 April, ended on 1 September 2020. Dispensation requests with the reason ‘COVID-19’ will no longer be accepted since 1 September.

OPITO

As of 19 October 2020 (00:01 a.m.), the OPITO certificate extension that came into effect in March 2020 will expire. You can read more about applications for exceptional circumstances on the website. If you are in possession of an OPITO certificate of which the validity has recently expired or is about to expire soon, you are required to undertake refresher training.

GWO

Under normal circumstances, participation in a GWO refresher training is not possible if the validity of the certificate has expired. In relation to the COVID-19 virus, GWO has agreed to allow as a temporary measure until 31 December 2020:
Course participants unable to refresh previous training within the 24 months validity period, are granted an option to take the planned refresher training up until 60 days after expiry.

ILT (STCW)

The Human Environment and Transport Inspectorate (ILT) has decided that all ships’ statutory certificates which expire before or on 31 December 2020 will remain valid with an extension of 3 months without approval from the Human Environment and Transport Inspectorate or the Recognized Organisations.
