Permit Required Confined Space Entrant/Attendant/Rescue with Competent Person

Objective

The objectives of this training are:

- Gain knowledge pertaining to the practices and procedures to protect themselves from hazards of entry into permit required confined spaces, as per 29 CFR 1910.146.
- Gain knowledge of the legal ramifications of entering performing a confined space rescue and what PPE is needed to effect the rescue and the ability to conduct a confined space rescue, as per 29 CFR 1910.146.
- Gain knowledge and ability to determine if a space is acceptable for entry using calibrated testing equipment and determine if the space requires further evaluation, as per 29 CFR 1915 Subpart B.

Target Group

Construction (offshore or onshore) and maritime personnel who may be required to determine if a confined space is safe for entry, enter into a confined space and perform a rescue.

**The Competent training portion does not establish the individual a competent person. OSHA defines a 'competent person' as "one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them." By its terms, the definition of a "competent person" compels the employer to select an employee based upon their capability to identify hazards. No course can provide that authority, since it can only be provided by the employer. A competent person is defined in terms of capability.**
